Under ATF's October 9 policy, you can buy a suppressor on a 4473 in some states. We still recommend a Form 4: it stays compliant if the policy changes, and ATF approvals come back in days.
The Wilson Combat Whisper is a 5.56 rifle suppressor machined from billet titanium with fully welded construction. It mounts using Wilson Combat's Rapid-Thread Muzzle Brake interface, where the suppressor rapid-threads onto the muzzle brake.
