Certification is the final step in submitting a Form 4 to the ATF's eForms system, and it verifies that the information you've provided matches your ATF eForms account. With other dealers, this means getting all the way to the last submission step and then driving to the shop, scheduling appointments, or making phone calls. The certification process checks your customer profile on tools.capitolarmory.com against your account on eForms.atf.gov. If those two don't line up exactly, the system can't certify, and your form gets kicked back for manual certification instead.
"Exactly" means exactly. Not close. Not "basically the same." A few examples of what needs to match, character for character:
• Your legal name. No nicknames, no shortened middle names, no different suffixes. If your eForms account says "Robert James Smith Jr." and your Capitol Armory profile says "Bob J. Smith," that's a mismatch.
• Your email address. The email tied to your eForms account needs to be the same one on file in your customer profile. If it doesn't match, you can update the "Form Receipt Email" on your eForms account in just a few seconds.
• Your address and other identifying details. Anything the ATF uses to identify you on your eForms account should mirror what's in your Capitol Armory profile.
If any of these are off, even slightly, the ATF's system flags the mismatch instead of certifying, and your paperwork moves into a slower, manual certification path.
Your eForms Username and PIN Have to Be Right Too
Beyond matching your profile information, auto-certification also depends on the ATF eForms username and PIN you provide being accurate. These credentials are what allow our system to interact with your eForms account to file and certify your form. If either one is entered incorrectly, the certification attempt fails, and again, you're looking at manual intervention.
The good news is this is entirely within your control. Double-checking your username and PIN takes just a few seconds. Fixing a failed auto-certification takes a bit longer.
How to Set Yourself Up for the Fastest Possible Approval
When completing your customer profile, take a few minutes to do the following:
1. Log into eForms.atf.gov and confirm your name, email, and other details are all correct.
2. Log into your Capitol Armory profile at tools.capitolarmory.com and make sure every field matches your eForms account precisely.
3. Confirm your eForms username and PIN are current and entered correctly in your profile with Capitol Armory.
Once that's done, the rest of the process is exactly as simple as it sounds. After you sign digitally, auto-certification takes it from there straight into the ATF's system.
